Abstract
National Programme for Agriculture of the Republic of Serbia for the period 2018-2020, based on the strategic elaboration and implementing rules, sets out the objectives of the national agricultural development sector. Aim of the National Programme for Agriculture is to support the development of agriculture, and in particular to adapt agricultural policy and its implementation to European Union requirements. The text contains detailed indications on several agricultural and deriving food products and their market measures (such as fruits and vegetables, poultry products, meat, viticulture, sugar, honey, milk and dairy products, and other).
This operational Programme is an agricultural policy implementation programme, containing measures classified as direct payment measures, market regulation measures, and special incentives and credit support measures in agriculture. The Programme also defines: starting points and general and specific objectives of agricultural policy, types of measures and dynamics of their adaptation to the final form of application with the estimated financial amounts and basic rules for its implementation, as well as indicators for measuring the achievement of targets with baseline and target value.
The text is divided into four main Chapters as follows: I. General Provisions; II. Description of measures; III. Financial plan; IV. Programme implementation. Chapter I, sets out the General Provisions, outlines the goals of the National programme for agriculture for the period 2018-2020. It also highlights the strategic and legal framework and conceptual starting points of agricultural policy as well as dynamics for its adaptation to models of support for agriculture as it is implemented in the European Union within the framework of the Common Agricultural Policy. In Chapter II all measures are described, agricultural measures are fully presented; each measure contains elements aimed and necessary for the implementation of other rules, as well as the dynamics and the way to adapt to the ultimate form of such measure, which will apply at the end of the period covered by the programme. In Chapter III the financial plan is presented and divided by groups of measures. In Chapter IV the Programme implementation options are presented and proposed.
The National Programme for Agriculture is also valid as planning and technical document for implementation of agricultural policies, which will serve as a planning guideline for annual budgets for agriculture during the forecast period. Incentives in agriculture and rural development listed in this text are as follows: direct payments; milk premium; basic incentives for crop production; incentives for quality breeding dairy and fattening cows, sheep and goats, sows, heavy and light type hens, turkeys, quality carp breeding nuts and trout; incentives for fattening bulls, lambs, goats and pigs; incentives for suckler cows; incentives for cows for breeding calves for fattening; incentives for bee hives; incentives for production of consumable fish; recovery funds for fuel and fertilizer; recovery for storage costs in public warehouses; incentives to improve competitiveness in rural areas and rural sector production; incentives to preserve and improve the environment and existing natural resources; incentives for income diversification and promotion of quality life in rural areas; incentives to prepare and implement local strategies of rural development; incentives for improving the system of knowledge creation and transfer; incentives to implement breeding programs are working achievements of breeding goals in livestock; incentives for promotional activities in agriculture and rural development; incentives for production of planting material and certification and clonal selection; and other particular types of credit support, such as those subsidizing part of the original interest rate.
