Abstract
This Regulation, based on the provisions of the Serbian Law on agriculture and rural development, prescribes detailed rules regarding persons who exercise the right to obtain IPARD incentives, the amount of incentives, as well as the conditions, manner and procedure of implementation of “measures of technical assistance’ within IPARD programme. IPARD programme is a rural development programme within the instrument for pre-accession assistance to rural development-IPARD, which is financed by European Union pre-accession assistance, as well as from the budget of Republic of Serbia. Technical assistance measure is an IPARD measure that provides support to the IPARD programme through the provision of professional assistance and support for costs incurred in connection with the preparation and amendment of IPARD programme, its implementation, monitoring, reporting, evaluation, promotion and coordination. The right to technical assistance is exercised by the Managing Authority. Managing Authority is the beneficiary to whom the project is approved, the contracting authority in the public procurement procedure and the recipient of technical assistance funds.
