Abstract
This Sustainable urban development, here programmed until the year 2030, is being adopted for the first time in the Republic of Serbia in accordance with needs of urban planning, solving urban development problems and potentials that urban settlements carry among the development of related activities and sectors. Urban development policy is a public policy that is crucial as instrument for achieving sustainable urban development by using the integrated management approach. National urban development policy, by modern definition, represents a coherent set of decisions, guided by the national government through the co-operation process with different actors in formulating a common vision and goals to which they are directed in long-term transformative, productive, inclusive and resilient urban development process.
Related SWOT analysis is also part of the text. The European Union Urban Agenda that is here considered and adopted, identifies the following twelve priority development themes: jobs and skills in the local economy; urban poverty; housing; inclusion of migrants and refugees; sustainable land use and naturally based solutions; circular economics; adaptation to climate change; energy transition; urban mobility; air quality; digital transition; innovative and responsible public procurement.
General objectives are listed as follows: sustainable economic development; urban settlements management; social well-being; quality of environment; urban development management. Other relevant topics covered in this text are: climate change monitoring; noise protection; biodiversity protection; air pollution; protection of water resources; land protection; water infrastructure and sewage; waste management; electricity infrastructure and electronic communications;; inclusive urban development models; sustainable urban structures and rational land use; development of industrial and commercial zones; local economic development, job creation and education; public participation principles; urban development financing; selection criteria for priority urban development projects; cultural heritage and urban identity; institutional framework for implementation of the Strategy at local and national levels of government.
The first three-year action plan for the implementation of the Sustainable urban development Strategy of the Republic of Serbia until 2030 will be adopted within 90 days since the date of the adoption of this text.
