Agreement between the Federal Service for Hydrometeorology and Environmental Monitoring and the Northern (Arctic) Federal University named after M.V. Lomonosov.

The subject of cooperation under the Agreement is the interaction of the Parties in the organization of training in hydrometeorology and related fields and joint research in meteorology, hydrology, climatology, oceanology, heliogeophysics, environmental monitoring and pollution. The Parties will carry out coordinated activities aimed at using the achievements of basic science and applied research, training of specialists, in the interests of creating new technologies in the field of hydrometeorology and related fields, environmental monitoring, pollution, implementation of the results of research in the activities of Roshydromet and scientific and educational activities of the Northern Federal University. The Parties shall interact in the following fields: (a) implementation of joint scientific and educational programs and in the fields of interaction that are the subject of this Agreement; (b) exchange of information, holding joint working meetings to identify the most important issues, preparing proposals for their implementation in the field of hydrometeorology and related areas, environmental monitoring and pollution; (c) study of the atmosphere, ocean, surface waters in order to develop and create methods for the analysis and prediction of dangerous hydrometeorological phenomena, mathematical modeling of their dynamics, as well as the creation of databases of geoinformation resources, including those based on data from the Arctic Space Monitoring Center of SFU; (d) training of specialists in the field of hydrometeorology and related fields to meet the needs of Roshydromet staff renewal; (e) organization of industrial practice for students and other interested universities using the “floating university” on the research vessel “Professor Molchanov”; (f) development of scientific research on hydrometeorological and climatic processes in the Arctic Ocean seas; (g) identification and study of the links between climate change and the risks of dangerous natural processes, social and economic damages, risks of deterioration of the quality of life and health of the population; (h) development of the promising methods for monitoring environmental pollution with the involvement of the Arctic Center for Collective Use of Scientific Equipment of the Siberian Federal University; and (i) promoting the integration of federal, regional, and local observation networks, as well as the integration of information flows using geoinformation technologies.
