Agreement between the Federal Service for Hydrometeorology and Environmental Monitoring (ROSHYDROMET) and the Government of Bashkortostan on cooperation in the field of hydrometeorology and related fields, environmental monitoring and monitoring of pollution on the regional territory.

The Agreement defines the main directions of cooperation between Roshydromet and the Government of the Republic of Bashkortostan of the Russian Federation and the constituent entities of the Russian Federation, requiring coordinated and joint decisions within the framework of fulfillment of works in the field of hydrometeorology and related areas, the implementation of state monitoring of the state of environment and pollution of the environment on the territory of the Republic of Bashkortostan, assessment of forecasts of its condition under the impact of natural and anthropogenic factors. The Agreement is designed to strengthen cooperation in the field of state monitoring of the condition and pollution of the environment, the adoption and implementation of regional programs in the field of environmental monitoring, provision of governmental bodies and population of the Republic of Bashkortostan with information on the condition and pollution of environment. The main areas and forms of interaction between the Parties shall be as follows: (a) ensuring the functioning and improvement of the state observation network and territorial system of observations of the state of the environment and its pollution in the regional territory; (b) improving the efficiency of forecasting of natural disasters, phenomena and creation of optimal conditions for the improvement of the level of protection of the population and reduction of damage caused by natural disasters; (c) improvement of early warning system for the population related to dangerous natural phenomena and actual and projected changes in weather and environmental pollution, which may threaten the life and health of the population and cause damage to the environment; and (d) planning and implementation of joint programs and activities in the fields of interaction, exchange of information, working meetings and conferences on the most important issues requiring joint solutions in the of state environmental monitoring and environmental pollution on the territory of Republic of Bashkortostan.
