Agreement between the Federal Service for Hydrometeorology and Environmental Monitoring (ROSHYDROMET) and the Government of Komi region on cooperation in the field of hydrometeorology and related fields, environmental monitoring and monitoring of pollution on the regional territory.

This Agreement defines the intentions of the Parties in the main areas of cooperation between Roshydromet and the Government of Komi region on the issues referred to the subjects of joint management of the Russian Federation and the regions of the Russian Federation, requiring concerted action and joint decisions in the framework of works in the field of hydrometeorology and related fields, in the field of state environmental monitoring, improvement of the functioning of an integrated system of observations of the state of the environment in the territory of Komi region, assessment and forecast of the state of changes thereof under the impact of natural and anthropogenic factors. The Agreement is designed to strengthen cooperation between the Parties in the field of state environmental monitoring, adoption and implementation of target programs and planned environmental protection activities, providing the population and regional executive bodies with information on the state of the environment and its pollution. The main areas and forms of interaction between the Parties shall be as follows: (a) ensuring the functioning and improvement of the state observation network and territorial system of observations of the state of the environment and its pollution in the regional territory; (b) improving the efficiency of forecasting of natural disasters, phenomena and creation of optimal conditions for the improvement of the level of protection of the population and reduction of damage caused by natural disasters; (c) improvement of early warning system for the population related to dangerous natural phenomena and actual and projected changes in weather and environmental pollution, which may threaten the life and health of the population and cause damage to the environment; (d) planning and implementation of joint programs and activities in the fields of interaction; (e) exchange of information, holding workshops and meetings for the purpose of identifying the most important, requiring a prompt decision, issues in the field of monitoring the state of environment and environmental pollution; and (f) development and adoption of agreed decisions on issues of preparation and transmission of forecasts of adverse meteorological conditions when organizing in cities and other regional populated areas of work on regulation of emissions of pollutants into the atmospheric air during adverse meteorological conditions.
