Agreement between the Federal Service for Hydrometeorology and Environmental Monitoring and the Government of Archangel region on cooperation in the field of hydrometeorology and related fields.

The subject of this Agreement is the interaction between the Parties on the issues of: (a) federal and regional works in the field of hydrometeorology and related areas on the territory of Archangel region; (b) implementation of state environmental monitoring (state ecological monitoring); (c) improving the functioning of the integrated system of environmental monitoring in the territory of the Arkhangelsk region; improving the operation of the integrated system of the environment monitoring in the territory of Archangel region, including the environmental in the areas of the anthropogenic impact on environment, assessment and forecast of the environmental changes under the impact of the natural and anthropogenic factors; (d) exchange of the data about the environment conditions, environmental pollution in Archangel region; (e) exchange of data on the state of environment and its pollution as a part of state information systems of the Parties contained inter alia in databases; (f) providing the population of the Archangel region and state bodies concerned with the information about the environment and environmental pollution to develop the forecasts of the social and economic development and making of the corresponding decisions, development of the programs and activities in the field of the environment protection, control in the field of environment protection, ensuring environmental security and sustainable development of the Russian Federation and Archangel region. Roshydromet and the Government of Archangel region shall cooperate in the following forms: (a) planning and implementation of joint programs and activities in the interaction in the fields that are the subject of this Agreement; (b) working meetings and conferences in order to identify the most important and urgent issues, preparation of proposals for their implementation in the field of environmental monitoring; (c) exchange of information on the regulations for the management of information exchange during interdepartmental interaction; (d) development and adoption of jointly agreed decisions in order to prevent pollution, toxicity or contamination of the environment and harm to human health on the territory of the Archangel region; and (e) ensuring integration of federal, territorial and local observation networks as well as integration of the information flows using the geoinformation technologies.
