Agreement between the Government of the Russian Federation and the Government of the Republic of Cuba on cooperation in the use and development of the global navigation satellite system GLONASS.

The purpose of this Agreement is to create an appropriate organizational and legal framework for mutually beneficial cooperation in specific areas of joint activities related to the use and development of the GLONASS system and relevant satellite navigation technologies, in particular through: (a) regulation of cooperation for creation of the Cuban ground infrastructure, functional units of the GLONASS system and navigation equipment of consumers; (b) installation in the territory of the Republic of Cuba of Russian ground stations for control and monitoring of the Russian navigation satellites of the GLONASS system in order to improve the effectiveness of this system in the Western Hemisphere; (c) creating conditions for cooperation in scientific research in the field of using satellite navigation; (d) mutual assistance in the exchange of materials, equipment and related technologies in the field of satellite navigation; and (e) creation of conditions for concluding separate agreements (contracts) for the implementation of programs and projects within the framework of this Agreement.
