Abstract
The Parties establish a zone of joint protection of forest and steppe areas from fires, which will include a 10-kilometer-wide strip on the territory of each of the Parties from the state border line between the Russian Federation and Mongolia. The Parties for the implementation of this Agreement shall be appointed by the competent authorities: (a) on the part of the Russian Party - the Federal Forestry Agency, state authorities of the constituent entities of the Russian Federation, local self-government bodies of municipal entities bordering Mongolia; and (b) on the part of Mongolia - the Ministry of Environmental Protection and Green Development, the state authorities of the subjects of Mongolia, local governments, municipalities bordering the Russian Federation. Competent authorities of the Parties shall: (a) exercise control over the prevention of forest and steppe fires, coordinate and implement measures to prevent and eliminate forest and steppe fires in the border zone; (b) take measures to organize the extinguishing of forest and steppe fires on the territory of their states, including in the border zone, with the aim of preventing their spread across the state border to the territory of the state of the other Party; (c) organize training courses for employees of competent authorities of both Parties on the prevention and elimination of forest and steppe fires; (d) organize and conduct inter-state exercises on cooperation in the event of transboundary fires; and (e) exchange information within the framework of this Agreement.
