Agreement between the Government of the Russian Federation and the Government of the Kyrgyz Republic on cooperation in the sphere of the use of nuclear energy for peaceful purposes.

The Parties shall develop and strengthen cooperation in the field of the use of nuclear energy for peaceful purposes in accordance with the legislation of each of the Parties, the needs and priorities of their national nuclear programs. The Parties shall cooperate in the following areas: (a) development, design, construction, operation and decommissioning of research reactors and other nuclear installations; (b) supply of nuclear fuel for research reactors and other nuclear facilities; (c) handling of irradiated nuclear fuel and radioactive waste; (d) development, design, construction, operation and decommissioning of deposits and plants processing uranium ores and rare earth metals; (e) re-cultivation of uranium tailings and utilization of decommissioned uranium mining and processing facilities; (f) ensuring nuclear and radiation safety, responding to emergencies; (g) development of nuclear and radiation safety systems; (h) regulation of nuclear and radiation safety, supervision of physical protection of nuclear facilities, radiation sources, storage facilities for nuclear materials and radioactive substances; (i) implementation of fundamental and applied research in the field of the use of nuclear energy for peaceful purposes; (j) production of radioisotopes and their use in industry, medicine and agriculture; (k) harmonization of the legislation of the states of the Parties in the field of the use of nuclear energy for peaceful purposes; (l) training of specialists in the field of the use of nuclear energy for peaceful purposes; (m) export control of nuclear materials, equipment, special non-nuclear materials and related technologies; and (n) other areas of cooperation proposed by the joint coordinating committee established in accordance with Article 6 of this Agreement, which are formalized by amending this Agreement, as provided for in Article 14 of this Agreement. Cooperation shall be carried out in the following forms: (a) joint research and development activities; (b) workshops, scientific seminars and symposia; (c) consultations; (d) training of scientific and technical staff; and (e) exchange of scientific, technical and legal information.
