Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on prompt notification of a nuclear accident and the exchange of information in the field of nuclear and radiation safety.

This Agreement defines the terms of cooperation between the Parties in the event of a nuclear accident associated with the facilities or activities defined in Articles 1, 2 and 3 of the Convention on Early Notification of a Nuclear Accident of 26 September 1986, as well as the exchange of information on the state of nuclear and radiation safety. In the event of a nuclear accident on the installation or in the implementation of activities in the field of the peaceful use of nuclear energy on the territory of a State that has caused or may cause a transboundary release of radioactive substances into the territory of the other Party, the Party in whose territory the nuclear accident has been registered, immediately notifies the other Party about this and transfers to it all the information available for this nuclear accident in order to minimize the radiation consequences in accordance with Article 5 of the Convention on Early Notification of a Nuclear Accident of 26 September 1986. If the radiation control systems of one of the Parties register a deterioration of the radiation situation with respect to radiation safety standards and these changes are not related to facilities or activities in the territory of that Party, this Party shall immediately notify the other Party about this and inform it of the further development of the situation. The Parties annually, if there are no other arrangements of the Parties or need, exchange information on the safety of facilities in accordance with Article 1 of this Agreement.
