Agreement between the Government of the Russian Federation and the Government of the Kyrgyz Republic on cooperation in the field of transportation, distribution and trade of natural gas in the territory of the Kyrgyz Republic.

The Parties shall ensure long-term mutually beneficial cooperation in the field of transportation, distribution and trade of natural gas in the territory of the Kyrgyz Republic. Authorized organizations for the implementation of this Agreement shall be: (a) on the Russian side - Open Joint Stock Company Gazprom; and (b) on the Kyrgyz side - open joint-stock company Kyrgyzgaz. For the purposes of implementing this Agreement, the Kyrgyz Party provides establishment of a 100% subsidiary of the authorized organization of the Kyrgyz Republic in the form of a limited liability company on the territory of the Kyrgyz Republic with the transfer of all property, rights and interests belonging to the authorized organization of the Kyrgyz Party at the date of signing this Agreement. The development of the gas transportation and distribution system owned by the company or its successors shall be carried out in accordance with their investment programs based on the results of the expert examination and assessment of the technical condition of the objects of transportation and distribution of natural gas approved by the managing bodies of the company or its successors and agreed with the competent authority of the Kyrgyz Side. The Parties shall assist the company or its successors in creating the necessary conditions for the operation of the gas transportation system owned by the company or its successors. The company and its successors shall carry out the following main activities: (a) supply of gas to the territory of the Kyrgyz Republic; (b) transportation of gas through the territory of the Kyrgyz Republic; (c) underground storage of gas in the territory of the Kyrgyz Republic; and (d) distribution and sale of gas in the territory of the Kyrgyz Republic. Authorized organization by the Russian Federation must ensure compliance with environmental standards.
