Agreement between the Government of the Russian Federation and the Government of the Plurinational State of Bolivia on cooperation in the construction of the Center for Nuclear Research and Technology on the territory of the Multinational State of Bolivia.

The Parties through the competent authorities and authorized organizations shall cooperate in the design, construction, operation and decommissioning of the Center for Nuclear Research and Technology in the territory of the Plurinational State of Bolivia on the site in El Alto (Department of La Paz). The parties are cooperating in the following areas: (a) assistance in the creation and improvement of the nuclear power infrastructure of the Multinational State of Bolivia in accordance with international recommendations; (b) design and construction of research nuclear reactors, including particle accelerators and their applications, especially in industry, medicine and agriculture; (c) study of the mineral resource base of the Multinational State of Bolivia for the development of its nuclear industry, exploration and development of uranium deposits; (d) provision of nuclear fuel cycle services for research nuclear reactors, including the supply of nuclear fuel for research nuclear reactors; (e) radioactive waste management; (f) ensuring nuclear and radiation safety, responding to emergencies; (g) regulation of nuclear and radiation safety, supervision of the physical protection of nuclear facilities, radiation sources, storage facilities for nuclear materials and radioactive substances, as well as systems for accounting and control of nuclear materials, radioactive substances and radioactive waste; (h) development and production of materials, components and technologies for research nuclear reactors; (i) use of simulators for the training of personnel in the nuclear industry, including for work on equipment for handling radioactive waste; (j) implementation of fundamental and applied research in the field of the use of atomic energy for peaceful purposes; (k) production of radioisotopes and their use in industry, medicine and agriculture; and (l) development of programs to raise public awareness of nuclear technologies.
