Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Nigeria on cooperation in the design, construction, operation and decommissioning of nuclear power plants in the territory of the Federal Republic of Nigeria.

The Parties develop cooperation in the following areas: (a) preparation of an integrated program for the construction of nuclear power plants in the Federal Republic of Nigeria, including the creation of all infrastructure elements; (b) strengthening the regulatory framework for the regulation of nuclear safety in the Federal Republic of Nigeria; (c) strengthening the system of state regulation of nuclear and radiation safety in the use of nuclear energy in the Federal Republic of Nigeria; (d) improving and implementing a training program for Nigerian technical personnel to operate at nuclear power plants and nuclear power facilities; (e) strengthening partnership in the creation of the necessary educational infrastructure for the Federal Republic of Nigeria in nuclear physics and nuclear energy; (f) strengthening the system for ensuring the application of IAEA safeguards to nuclear material and nuclear power facilities in the territory of the Federal Republic of Nigeria; (g) strengthening the nuclear and radiation safety system for the peaceful uses of atomic energy; (h) protection of the environment; (i) the development of a feasibility study, including the selection of sites for the construction of nuclear power plants, as well as nuclear power plant projects, the construction, commissioning and operation of nuclear power plants; (j) localization of the production of components for the equipment of nuclear power plants in the Federal Republic of Nigeria; (k) physical protection of nuclear facilities in the Federal Republic of Nigeria; (l) development of a nuclear and radiological emergency response system in the Federal Republic of Nigeria; (m) provision of nuclear fuel supply and management services in the Federal Republic of Nigeria; (n) development of a radioactive waste management system in the Federal Republic of Nigeria; (o) preparation and development of a decommissioning strategy for nuclear power plants in the territory of the Federal Republic of Nigeria; (p) the implementation of measures to decommission nuclear power plants; and (q) other areas of cooperation that can be agreed by the Parties in writing through diplomatic channels.
