Agreement between the Government of the Russian Federation and the Government of the Republic of Estonia on navigation in the basins of Lake Peipus, Teploe and Pskov.

The Government of the Russian Federation and the Government of the Republic of Estonia, desiring to promote the strengthening and development of relations between the two countries in the field of shipping on the basis of equality and mutual benefit, realizing the importance of more effective regional cooperation, have determines the procedure and conditions for navigation on waterways. The Contracting Parties shall agree on a list of ports and points where ships of the state of the other Contracting Party are allowed to enter, and open state border crossing points in them in accordance with the procedure in force in the state of each Contracting Party. Each of the Contracting Parties shall ensure the same treatment for the ships of the state of the other Contracting Party and their crews as for its own ships and their crews at all stages of the transport process, in particular with regard to the stay of the ships of the state of one Contracting Party in ports located on the waterways of the state of the other of the Contracting Party, the implementation of port operations, the use of port equipment and port warehouses, the supply of ships with fuel, food and drinking water. The navigation of the ships of the state of one Contracting Party along the waterways of the state of the other Contracting Party is carried out on the basis of previously obtained permits, if the receipt of such permits is provided for by the legislation of the state of the Contracting Party on whose territory these waterways are located. This Agreement shall not be applicable to warships, fishing, hydrographic, research, sports and pleasure vessels, and vessels of border guards and customs office.
