AGREEMENT between the Government of the Russian Federation and the Government of the Algerian People's Democratic Republic on cooperation in the field of quarantine and plant protection.

As part of the necessary measures, taken to prevent spread of quarantine pests in the territories of the states of the Parties, competent authorities shall: (a) exchange lists of quarantine pests; (b) inform each other about changes made to the list of quarantine pests; (c) provide each other with scientific, technical and other assistance in the field of quarantine and plant protection; and (d) exchange information on phytosanitary requirements contained in the legislation of both Parties. The competent authorities of the Parties are responsible for the phytosanitary condition of export consignments of quarantine species. Each batch of regulated products (material subject to quarantine inspection) imported from the territory of the state of one Party to the territory of the state of the other Party or transported in transit through the territory of the state of one Party into the territory of the state of the other Party, must be accompanied by documents issued by the competent authorities of the state of export with a phytosanitary certificate or re-export phytosanitary certificate of international standard as established by the Convention, certifying the absence of quarantine harmful organisms (regulated material), in compliance with other legislative phytosanitary requirements of the state of import. The presence of a phytosanitary certificate does not exclude the right of the Parties to carry out phytosanitary control of imported cargo subject to quarantine inspection and take quarantine measures provided for phytosanitary requirements of the legislation of the state of import. Vehicles used for transportation of regulated cargo from the territory of the state of one Party into the territory of the state of the other Party must be carefully cleaned and, if necessary, disinfected.
