AGREEMENT between the Government of the Russian Federation and the Government of the Republic of Belarus on cooperation in the field of transportation of nuclear materials.

In order to implement this Agreement, the Parties appoint competent authorities: from the Russian side - State Nuclear Corporation Rosatom Energy; from the Belarusian Side - Ministry of Energy of the Republic of Belarus. The competent authority of the Russian Party appoints Russian authorized organizations. The Belarusian Party appoints Belarusian authorized organizations. The competent authorities of the Parties notify each other in writing about replacing or appointing new authorized organizations. The Parties shall cooperate in the field of transportation of fuel assemblies and radioactive waste from the Russian Federation to the Republic of Belarus, as well as irradiated nuclear reactor fuel assemblies from Republic of Belarus to the Russian Federation. Conditions for the import into the Russian Federation of irradiated nuclear reactor fuel assemblies for subsequent reprocessing, as well as the return of radioactive waste to the Republic of Belarus shall be determined by the Parties in a separate agreement defining such conditions which will come into force prior to the first carriage of the relevant irradiated fuel assemblies of nuclear reactors. Transportation of fuel assemblies, irradiated fuel assemblies of nuclear reactors and radioactive waste is carried out in the presence of agreements (contracts) concluded by authorized organizations of the Republic of Belarus and authorized organizations of the Russian Federation in accordance with the national legislation of each of the states of the Parties and international treaties to which the Russian Federation and the Republic Belarus are parts, subject to the provisions of this Agreement. For the transportation of fuel assemblies, irradiated fuel assemblies of nuclear reactors and radioactive waste, the Belarusian Side recognizes certificates-permits for the design and transportation of packaging, issued in accordance with the procedure established by the legislation of the Russian Federation.
