Agreement on cooperation between the Federal Service for Supervision of Natural Resources and the Federal Service for Hydrometeorology and Environmental Monitoring.

The Parties, in organizing interaction and coordination of activities shall be guided by the following principles: (a) observance of the human right to a favorable environment; (b) ensuring favorable conditions for human life; (c) legality; (d) strict observance by the Parties of state, official and other secrets protected by law; (e) ensuring protection of information and control over access to information; (f) obligation and impeccability of the fulfillment of the agreements reached by the Parties; and (g) responsibility for completeness, quality and timeliness of presentation of the information. The Parties and their territorial bodies and subordinate organizations shall organize interaction and coordinate their activities in the following main forms: (a) mutual information exchange of interest to both Parties and directly related to the fulfillment of the tasks and functions assigned to them by the legislative and other normative legal acts of the Russian Federation; (b) establishment of joint working groups; (c) conducting seminars on coordination of cooperation in the implementation of control and supervisory activities and environmental monitoring, as well as on topical environmental protection issues; (d) exchange of regulatory legal acts of the Russian Federation and regulatory acts on environmental protection issues; (e) mutual consultations on environmental monitoring and oversight activities, as well as on improving the efficiency of the Parties' activities at the federal, regional and local levels; (f) joint development of regulatory and methodological documents within the limits of their authority and their publication; (g) developing plans for interaction and coordination of activities in cooperation schemes for coordinating activities in environmental emergencies and implementation of development of joint special observation programs (including Earth observation space systems) and control and supervisory activities upon their occurrence, including interregional and transboundary situations; (h) establishment and revision of the list of facilities, the owners of which must monitor atmospheric air; and (i) interaction with legal entities on issues related to the implementation of measures to regulate emissions of harmful (polluting) substances into the atmosphere upon receiving forecasts of unfavorable weather conditions.
