Appeal No. 160 - SF of the Council of the Federation of the Federal Assembly to the President in connection with the reformation of the system of forest management.

Council of the Federation expresses its concern over abolition of the Federal Forest Service and transfer of its functions to the Ministry of Natural Resources. Council of the Federation more than once noted the efficiency of the Federal Forest Service in the field of safeguarding, protection, reproduction and organization of the rational use of forest resources. Transfer of functions of the Federal Forest Service to the Ministry of Natural Resources would cause the loss of independence of the whole branch. Council of the Federation appeals to the President for the restoration in the structure of Federal Executive Bodies of an independent Federal Executive Body responsible for management, use, safeguarding, protection and reproduction of forests.
