Convention between the Government of the Russian Federation and the Government of Bulgaria on cooperation in the sphere of plant protection and quarantine.

The Parties shall ensure joint and efficacious actions aimed at the prevention of the introduction and propagation together with planting material of pests, plant diseases and weeds included in the national lists attached in the Annexes 1 and 2 to the present Convention (art. 1). Each Party shall carry out: 1) inspection of crops and forest species in the vegetation period, and also planting material in the process of storage and transportation for the purpose of exposure of pests and combating them; 2) inspection of lots of plants and planting material destined for export; 3) fumigation and other disinfection methods of the lots of plants and planting material in case of necessity; 4) issue phytosanitary certificates with the period of validity of fourteen days and of thirty days in case of delivery of freight from the Asian part of Russia; the Aforesaid certificate must be issued only by the authorized representative of the authorized institution and must be drawn up in Russian and Bulgarian (art. 2). The Parties shall have the right: 1) to restrict import of planting material; 2) to prohibit import of plants and planting material in case of risk of the introduction of pests; 3) to carry out phytosanitary inspection at the frontier points of the imported plants and planting material irrespectively of the presence of phytosanitary certificate; 4) to require disinfection, annihilation or return of the infected plants and planting material to the exporting country. The Parties shall prohibit import of soil and utilization as packaging materials of straw, hay, chaff, moss and tree bark (art. 3).
