Federal Law No. 108-FZ amending Law No. 171-FZ "On state regulation of the production and circulation of ethyl alcohol and alcohol products".

Article 11 shall be amended to add the following wording: “The right to carry out activities for the production of beer and beer-based beverages, cider, poiret, mead shall be granted to organizations subject to the inclusion of these organizations and their separate subdivisions (places of activity for the production of beer and beer-based beverages, cider, poiret, mead) in the register of producers of beer and beer-based beverages, cider, poiret, mead. Persons who, in accordance with this Federal Law have the right to carry out the circulation of liquors, carry out turnover (including retail sales) of beer and beer-based beverages, cider, poiret, mead subject to mandatory labelling, only after the registration of these persons in accordance with labelling rules for beer, beer-based beverages, and certain types of low-alcohol beverages by means of identification, approved by the Government of the Russian Federation.” Article 14 shall be amended to add the following wording: “Organizations engaged in the production and (or) circulation of beer and beer-based beverages, cider, poiret, mead, subject to mandatory to marking by means of identification are required to provide information on the volume of production and (or) turnover of such products in relevant state information system in accordance with rules approved by the Government of the Russian Federation.” This Federal Law lists information and data required for the inclusion in the register of manufacturers of beer, beer-based beverages cider, poiret, mead. It establishes the grounds for inclusion or refusal to include the manufacturers of low-alcohol beverages in the register of manufacturers thereof.
