Federal Law No. 195-FZ “On conducting an experiment on emission quotas and introducing amendments to certain legislative acts of the Russian Federation regarding air pollution reduction”.

For the purpose of ensuring decrease in level of pollution of atmospheric air in certain urban areas, cities and city districts, shall be performed experiment on emission quotas in Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhni Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita related to emission of pollutants to atmospheric air, except for radioactive pollution, based on consolidated air pollution calculations. Experiment shall be performed in the period from 1 January 2020 to 31 December 2024. For each area and territory comprehensive arrangements plan for reduction of pollutants to atmospheric air shall be adopted by the Government of the Russian Federation. The Comprehensive Plan includes targets, including emission reduction targets to be achieved in the course of implementation of the Comprehensive Plan, a list of measures aimed at reducing emissions from emission sources at facilities that have a negative impact on the environment, including public utilities, transport and social infrastructure facilities, with indicators of reducing these emissions, and a list of other measures aimed at improving air quality. Government of the Russian Federation shall have the following powers: (a) to approve and make amendments to comprehensive plans; (b) to establish the procedure for setting up and operation of the federal state information system for monitoring the quality of atmospheric air on the territories of the experiment, the list of information included in it, the procedure and conditions for the provision of information, as well as the procedure for information exchange; (c) to determine the requirements for the list of compensatory measures; and (d) to consider the report of the federal executive body responsible for the development of the state policy and the normative and regulatory framework of the Russian Federation.
