Abstract
Federal Law No. 149-FZ on seed growing shall be supplemented with the Article 12 (1) of the following wording: “"Article 12 (1) Transfer of the exercise of the powers of federal executive bodies in the field of seed production to the executive authorities of the subjects of the Russian Federation. Powers of federal executive bodies in the field of seed production can be transferred for implementation to the executive authorities of the constituent entities of the Russian Federation by decisions of the Government of the Russian Federation in accordance with the procedure established by Federal Law No. 184-FZ of October 6, 1999 "On General Principles for the Organization of Legislative (Representative) and Executive Bodies of the State authorities of the subjects of the Russian Federation. "
