Federal Law No. 255-FZ amending Federal Law No. 96-FZ on the protection of the atmospheric air.

The competence of the regional state executive bodies in the field of protection of the atmospheric air shall include establishment of the procedure for developing and approving maximum permissible emissions, temporarily authorized emissions for stationary sources, maximum permissible standards of physical impact on atmospheric air. In order to determine the safety and (or) harmlessness of impacts of pollutants and physical factors on human health and the environment, as well as for the purpose of assessing the state of the atmospheric air, hygienic standards are established for air quality, environmental quality standards for atmospheric air and maximum permissible levels of physical impacts on atmospheric air. For facilities that have a negative impact on environment, the amount of emissions of pollutants in the atmospheric air, except for emissions of radioactive substances, shall be established by a permit for temporary emissions, a comprehensive environmental permit or stated in the declaration of impact on the environment in cases envisaged by the legislation in the field of environmental protection. Industrial environmental control in the field of protection of the atmospheric air is an integral part of the production environmental control. Information on the actual volume or mass of emissions of pollutants into the atmospheric air, obtained during the performance of industrial environmental control in the field of protection of the atmospheric air are indicated in the report on the organization and on the results of the implementation of industrial environmental control in accordance with the legislation in the field of environmental protection.
