Federal Law No. 319-FZ amending Federal Law No. 166-FZ on fisheries and conservation of aquatic biological resources.

This Federal Law improves the legal regulation of relations in the field of coastal, industrial and other types of fisheries. Specificity of industrial and coastal fisheries in the inland sea waters of the Russian Federation, in the territorial sea and on the continental shelf of Russia, as well as in the exclusive economic zone of the Russian Federation, the Caspian Sea, the open sea and the areas of operation of Russia's international treaties in the field of fisheries and the conservation of aquatic biological resources is determined. The types of quotas for the catch of aquatic biological resources are being revised. Quotas for investment purposes are introduced. The procedure for distributing the total allowable catch of aquatic biological resources and the quotas for the catch (harvesting) of such resources, including distribution thereof between legal entities and individual entrepreneurs, is established. The powers of the Government of the Russian Federation in the field of fisheries have been clarified.
