Federal Law No. 509-FZ “On the peculiarities of registering rights to certain types of real estate and on introducing amendments to certain legislative acts of the Russian Federation.”

This Federal Law establishes the specifics of state cadastral registration and state registration of rights in relation to real estate, information about which constitutes a state secret. The Government will establish a list of types of real estate objects in state ownership (except for land plots), in relation to which cadastral registration and registration of rights are not carried out, as well as information about which constitutes a state secret. The Government is vested with the authority to approve the list of types of real estate objects in state ownership (except for land plots), in relation to which state cadastral registration is not applicable, the right of ownership of the Russian Federation (other public-legal entity), other property rights to which, restrictions of these rights, are not subject to state registration and information about which constitutes a state secret. The right of ownership of the Russian Federation (other public-legal entity) to such real estate objects is considered to have arisen by virtue of federal legislation. Record of state registration of permanent rights (perpetual) use, rights to free use of land plot or lease of land, rights of economic management (jurisdiction), rights of operational management, lease, other restriction of rights or encumbrances of a building, structure, premises, parking space, object of unfinished construction, a single real estate complex, enterprises as a property complex can be repaid at the request of the person in whose favor the corresponding right, restriction of right or encumbrance of the property is registered, if the availability of the specified information in the Unified public real estate register may lead to the disclosure of information, constituting a state secret, subject to availability of state registration of property rights of the Russian Federation (other public legal entity) to the corresponding object of real estate. Article 12 of the Federal Law No. 218-FZ “On state registration of immovable property” shall be amended to add the following wording: “The public cadastral map must be posted on the portal of spatial data of the national spatial system data to view without making requests or charging fees.”
