Abstract
Article 6 establishes the procedure for the use of public waterbodies with the consideration of the use of waterbodies for recreational purposes approved in accordance with Article 50 of Water Code, as well as taking into account the rules for the use of waterbodies for personal and household needs. Article 45 The use of reservoirs is carried out in accordance with the rules for the use of reservoirs. The rules for using a reservoir must contain: (a) the main characteristics of the watercourse (characteristics of water amount, information about the catchment area); (b) the composition and brief description of the waterworks that form the reservoir, access structures, fish protection and fish passage structures, as well as other structures that affect the water regime of the reservoir; (c) the main parameters and characteristics of the reservoir, including the normal water-retaining level, morphometric, hydraulic, hydrological and thermal characteristics, inflow regime and water discharge regime; (d) volume of water consumption; (e) the procedure for regulating the operating mode of the reservoir, including for the prevention of accidents and other emergency situations and during the liquidation of their consequences; (f) regimes for the passage of floods, special releases, filling and drawdown of the reservoir; (g) directions of water management measures for the arrangement and protection of the banks of the reservoir from erosion and destruction, clearing the bottom of the reservoir; (h) the procedure for notifying executive authorities, water users, and residents about changes in the water regime of the reservoir, including the operating mode of the reservoir in the event of accidents and other emergency situations; (i) the procedure for providing the owners of the structures that form the hydraulic engineering (operating organizations) reservoir with hydrometeorological information, including on the forecast inflow and actual inflow of water into the reservoir; (j) information on actions taken in the event of accidents and other emergency situations, and a list of relevant measures; (k) information about flood and flood zones; (l) the procedure for carrying out activities to maintain the proper sanitary and technical condition of the reservoir; and (m) the procedure for monitoring the condition of the reservoir.
