Federal Law No. 681-FZ amending Federal Law No. 174-FZ of 1995 "On ecological expertise".

Article 16 establishes the competence of ecological expert. Article 20 determines that public environmental impact assessment audit establishes the compliance of documents and (or) documentation justifying economic and other activities planned in connection with the implementation of the object of environmental impact assessment audit with requirements in the field of environmental protection in order to prevent the negative impact of such activities on the environment. Public environmental audit is organized and carried out on the initiative of citizens, public associations and other non-governmental non-profit organizations, as well as on the initiative of local government bodies, public associations and other non-governmental non-profit organizations.
