Government Decree No. 1896 validating the Rules for maintaining the Register of permits for the extraction (catch) of aquatic biological resources and making changes thereto, as well as ensuring access for federal security service agencies to information contained in the register of permits for the extraction (catch) of aquatic biological resources.

Register of permits for the extraction (catch) of aquatic biological resources and making changes thereto is a state information resource. The Federal Agency for Fisheries maintains the Register through its territorial bodies electronically by entering records on permits, changes to the register, and other entries into the register, assigning a registration number to each entry using the federal state information system, the Federal Register of State and Municipal Services (Functions). A record of the granting of a permit shall be entered into the register in respect of each vessel used for fishing and each person engaged in fishing without using a vessel. The form of the registry extract is approved by the Ministry of Agriculture of the Russian Federation. Territorial administrations ensure that registry information is stored in accordance with information security requirements, ensuring the integrity, accessibility, and reliability of the information.
