Abstract
The Strategy for the development of marine activities until 2030 is aimed at ensuring the national interests of the Russian Federation in the World Ocean, the formation and implementation of an effective socio-economic policy of the Russian Federation in the field of maritime activities.
The main priorities for the development of maritime activities of the Russian Federation for the long term are: (a) improvement of regulatory legal acts of the Russian Federation regulating the processes of development of maritime activities; (b) development of maritime transport at a level that guarantees transport independence and economic security of the state; (c) innovative development of the fishery complex with large-scale modernization and technical re-equipment of industry enterprises, renewal of the fishing fleet, modernization of the fish processing sector and stimulation of the production of highly processed fish products, development of artificial reproduction of environmentally friendly aquatic biological resources and aquaculture; (d) conducting regular scientific expeditionary studies of the marine environment, resources and spaces of the World Ocean, the Arctic and Antarctic using modern means and technologies; (e) restoration of comprehensive monitoring of the state of the natural environment and pollution of the seas of the Russian Federation; (f) ensuring the environmental safety of the marine environment, conservation and restoration of marine ecosystems; and (g) creation of an effective system of hydrometeorological support for maritime activities.
Strategic objectives of the Strategy include: (a) saturating the Russian domestic market with domestically produced fish products, increasing the efficiency of using fishing fleet vessels; (b) increasing the production (catch) of aquatic biological resources by Russian vessels, including in the exclusive economic zones of foreign states and open areas of the World Ocean; (c) increasing aquaculture production; (d) conservation of biological diversity and increase in the number of aquatic biological resources; and (e) ensuring the share of domestic fish products in the parameters set by the Doctrine of Food Security of the Russian Federation.
