Government Decree No. 1963 validating the Rules for granting a permit for the extraction (catch) of aquatic biological resources, suspending its validity or cancelling it.

These Rules establish permits for the harvesting (catch) of aquatic species, their suspension, and their cancellation. These Rules do not apply to the issuance of permits for the harvesting (catch) of rare and endangered species of aquatic biological resources listed in the Red Data Book of the Russian Federation, in cases provided for by the national legislation. The permit certifies the right to harvest (catch) aquatic biological resources of the person to whom such right has been granted and is confirmed by making an entry in the register of permits in the following cases: (a) industrial fishing; (b) when carrying out coastal fishing; (c) fishing for scientific research and control purposes; (d) fishing for educational and cultural purposes; (e) fishing for aquaculture (fish farming); (f) when organizing recreational fishing; and (g) in other cases provided for by the Federal Law No. 166-FZ on fisheries and conservation of aquatic biological resources. A permit is issued for each vessel used for fishing, as well as for each person fishing without using a vessel. The permit is valid for a calendar year.
