Government Decree No. 2151 validating the State Registration Rules disposing of the exclusive right to a selection achievement under a contract and transferring such a right without a contract.

These Rules establish the procedure and conditions for state registration: (a) alienation of the exclusive right to a selection achievement under an agreement granting the right to use selection achievements under the agreement, pledge of the exclusive right to selection achievement under the contract; (b) transfer of the exclusive right to a selection achievement without a contract, including during the reorganization of a legal entity in the form of merger, accession, division, separation. State registration of disposal of exclusive right and transfer of exclusive rights is carried out by the Ministry of Agriculture of the Russian Federation. For state registration of the transfer of exclusive rights as a result of the reorganization of a Russian legal entity the applicant has the right to submit on his/her own initiative an extract from the unified state register of legal entities.
