Government Decree No. 2220 “On conducting an experiment on the territory of the Russian Federation on labelling with means of identification of animal feed packaged in consumer packaging”.

This Government Decree establishes the procedure for conducting on the territory of the Russian Federation experiment on labelling with means of identification of animal feed packaged in consumer packaging. The objectives of the experiment are: (a) determination and agreement with the federal executive bodies authorized to ensure the conduct of the experiment, as well as manufacturers, importers of animal feed, wholesale and retail trade organizations of the composition of information about the product, allowing to uniquely identify the commodity unit of animal feed; (b) testing the possibilities of using technology for applying identification means to animal feed and the composition of the information contained therein and determining the optimal methods for labelling the aforesaid products with identification means based on the possibility of using appropriate technological solutions; (c) testing the completeness and sufficiency of labelling mechanisms for identifying animal feed to combat the illegal import, production and circulation of animal feed, including counterfeit ones, as well as to increase the collection of taxes and customs duties; (d) organizing effective interaction between government bodies, including control bodies, and participants in the circulation of animal feed; (e) determination of the technical capabilities of the information system used for the purpose of conducting the experiment, and its further development, as well as its information interaction with state information systems of federal executive bodies authorized to ensure the conduct of the experiment, including expanding integration with the federal state information system in field of veterinary medicine; (f) implementation by participants in the circulation of animal feed for the initial filling of the subsystem of the national catalog of labelled goods of the information system with information about the product, allowing one to uniquely identify the trade unit of animal feed; (g) development of proposals to amend the legislation of the Russian Federation regulating the circulation of animal feed; and (h) preparation of proposals for determining codes of the unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union and codes of the All-Russian Classifier of Products by Type of Economic Activity of Animal Feed, subject to mandatory labelling by means of identification.
