This Regulation establishes the procedure for the organization and implementation of tourism, including ensuring the safety of tourism in protected natural areas of federal significance. The organization of tourism in protected areas of federal significance is carried out by federal executive authorities, which are in charge of protected natural of federal significance. The organization of tourism shall be intended a set of measures carried out by tourism organizers aimed at ensuring the provision of services in the field of tourism within the boundaries of protected areas of federal significance in places and routes specially equipped for this purpose. The concept of "recreational load" means the actual number of people who stay in a protected natural area or in its separate part per unit of time. Services in the field of tourism organization can be provided by: (a) federal state budgetary institutions in relation to protected areas of federal significance, which they manage; (b) state scientific organizations and state educational organizations of higher education - in relation to protected areas of federal significance, which they manage; (c) legal entities and individual entrepreneurs who have concluded, in accordance with the established procedure, an agreement on the implementation of recreational activities in a national park - in relation to national parks; (d) federal executive authorities - in relation to protected areas of federal significance under their jurisdiction that are not under the control of federal state budgetary institutions, state scientific organizations or state educational organizations of higher education under their jurisdiction; and (e) legal entities engaged in tour operator activities, as well as legal entities and natural persons who, in accordance with the requirements of civil legislation and the legislation of the Russian Federation on the contract system, have concluded an agreement (contract) with federal state budgetary institutions, state scientific organizations and state educational organizations of higher education, managing protected areas of federal significance, or with federal executive authorities in charge of such protected areas of federal significance.
