Government Decree No. 2359 validating the Rules for the qualification of a generating facility operating on the basis of the use of renewable energy sources and (or) being a low-carbon generating facility, the Rules for determining the degree of localization on the territory of the Russian Federation of production of generating equipment for the generation of electrical energy using renewable energy sources for a generating facility and the indicator of industrial exports products (generating equipment for the production of electrical energy using renewable energy sources) and (or) work (services) performed (rendered) during the design, construction and installation of generating facilities located on the territories of foreign states, for a generating facility, Rules for maintaining a register of attributes of generation, provision, circulation and redemption of certificates of origin of electrical energy.

Rules for the qualification of a generating facility operating on the basis of the use of renewable energy sources and (or) being a low-carbon generating facility establish criteria and procedures for qualifications of power plants and individual electrical installations for the generation of electrical energy (power units) operating on the basis of use of renewable energy sources and (or) being low-carbon generating facilities, including the order of inspection of qualified generating facilities, termination of qualifications of generating facilities, as well as the procedure for maintaining register of qualified generating facilities and disclosure of the information it contains. Rules for determining the degree of localization on the territory of the Russian Federation of production of generating equipment for the generation of electrical energy using renewable energy sources for a generating facility and the indicator of industrial exports products (generating equipment for the production of electrical energy using renewable energy sources) and (or) work (services) performed (rendered) during the design, construction and installation of generating facilities located on the territories of foreign states, for a generating facility establish the procedure for determining the degree of localization on the territory of the Russian Federation of production of main and (or) auxiliary generating equipment for the production of electrical energy using renewable energy sources at a generating facility and the indicator of export of industrial products (main and (or) auxiliary generating equipment (including materials, raw materials and components) for the generation of electrical energy using renewable energy sources) and (or) work (services) performed (rendered) during the design, construction and installation of generating facilities located on the territories of foreign states, for a generating facility. Rules for maintaining a register of attributes of generation, provision, circulation and redemption of certificates of origin of electrical energy establish the procedure for maintaining the register of generation attributes, provision, access and redemption of certificates of origin of electrical energy. The register is an ordered collection of data about those registered in the register of qualified generating facilities and their owners, about persons for whom personal accounts have been opened in the registry, about generation attributes and their owners, about certificates of the origin of electrical energy and their owners, as well as operations with generation attributes and certificates recorded in the register.
