Government Resolution No. 573 validating the Rules for confirming the exclusion of negative impact on the environment of non-domestic and domestic waste disposal facilities.

These Rules shall establish the procedure for confirming the exclusion of negative impact on the environment of production and consumption waste disposal facilities. Exclusion of negative impact on the environment of waste disposal facilities shall be confirmed by the results of monitoring the condition and pollution of the environment, carried out by the owners of waste disposal facilities, as well as by persons who own or use waste disposal facilities on the territories of waste disposal facilities and within the limits of their impact on the environment. The justification for exclusion of negative impact on the environment of waste disposal facilities shall be data from instrumental measurements using technical systems and devices with measuring functions, indicating compliance with environmental quality standards established for physical, chemical and biological indicators of the state of the environment, including standards for maximum permissible concentrations of chemicals. Environmental quality standards must be observed on the territories of waste disposal facilities and within the limits of their impact on the environment. Environmental quality standards shall be determined at the following sampling locations: (a) for atmospheric air and soils - at the boundary of the land plot on which the waste disposal facility is located; (b) for surface waterbodies - at the point of discharge of wastewater flowing from a waste disposal facility into a waterbody; and (c) for groundwater bodies - at the boundary of the land plot on which the waste disposal facility is located, in the direction of the flow of groundwater.
