Government Resolution No. 790 validating the Regulation for creating and maintaining a register of carbon units, as well as conducting transactions with carbon units in the register of carbon units.

This Regulation establishes the procedure for creating and maintaining a register of carbon units, as well as conducting transactions with carbon units and units for fulfilling greenhouse gas emission quotas in the register. The register is an information system in which climate projects are registered and records are kept of carbon units and quota fulfillment units, as well as transactions with carbon units and quota fulfillment units provided for by the legislation of the Russian Federation and international treaties of the Russian Federation. The form of a standard contract for the provision by an operator of services for conducting operations in the register and the procedure for determining fees for the provision of such services are established by the Government of the Russian Federation. The operator carries out transactions in the registry after the conclusion of the contract. The classification of information contained in the register as open and publicly available is carried out taking into account the requirements of the legislation of the Russian Federation on commercial, official and other secrets protected by law, the legislation of the Russian Federation in the field of personal data, as well as in accordance with the requirements of this Regulation. Public information contained in the register is published on the operator’s official website on the Internet information and telecommunications network by the operator at least once a quarter. In order to increase the level of openness of activities in the field of reducing (preventing) greenhouse gas emissions or increasing their absorption, the operator has the right to post analytical and other information on the official website. The operator, within the framework of maintaining the register, carries out the following operations: (a) registration of a climate project; (b) change in information (data) about the climate project and (or) about the participant in the circulation of carbon units; (c) opening and closing an account in the register; (d) transactions on the account in the register; (e) release of carbon units into circulation; and (f) other operations in accordance with the requirements of the legislation of the Russian Federation in areas of limiting greenhouse gas emissions, international treaties of the Russian Federation and contract.
