Governmental Decree No. 101 “On the establishment of varieties of drug-containing plants permitted for cultivation for the production of narcotic drugs and psychotropic substances used for medical and/or veterinary purposes, for industrial purposes not related to the production or manufacturing of narcotic drugs and psychotropic substances, and requirements for the varieties and conditions of their cultivation”.

The Government authorizes the cultivation of opium poppy (Papaver somniferum) for manufacturing of medicines and/or veterinary drugs containing narcotics and psychotropic substances and cultivation of varieties of hemp and opium poppy for industrial purposes, unrelated to pharmaceutical and psychotropic substances listed on the State Register of selection achievements authorized for use, with the consideration of zoning of opium poppy and hemp growing sites. For cultivation for the manufacturing and use for medical and/or veterinary purposes containing narcotics and psychotropic substances shall be authorized varieties of opium poppy with unlimited volumetric contents of drugs and psychotropic substances. For cultivation for industrial purposes not related to manufacturing of pharmaceutical and psychotropic substances, shall be authorized the following varieties of drug-containing plants: (a) hemp containing dry masses of leaves and inflorescences of the uppermost parts of one plant with a mass fraction of tetrahydrocannabinol to the amount not exceeding 0,1 percent; and (b) opium poppy with a content of one part dry mass plants with a total mass fraction of codeine, morphine, oripavine and tebain to the amount not exceeding 0,6 per cent.
