Governmental Decree No. 1039 validating the Regulation on determining fees for natural persons not living in settlements located within the boundaries of protected areas, for visiting protected areas and establishing cases of exemption from collection of fees.

This establishes the procedure for determining fees for natural persons not living in settlements located within the boundaries of protected areas, for visiting protected areas and establishing cases of exemption from collection of fees. The amount of the fee is set for each protected natural territory. For visits by natural persons to protected natural areas of federal significance the amount of payment is set by federal state budgetary institutions, managing the relevant protected natural areas of federal significance, in agreement with authorized federal executive body, administering such institutions. Payment for visiting dendrological parks and botanical gardens, which are managed by federal executive bodies authorized by the Government of the Russian Federation by federal executive authorities and by state institutions under their jurisdiction, as well as state scientific organizations and state educational organizations of higher education, shall be established by such organizations in coordination with federal executive bodies in charge of them. For visits of natural persons to protected natural areas of regional significance the amount of fee shall be set by supreme executive body of state power of the subject (region) of the Russian Federation. For visits of natural persons to protected natural areas of local significance the amount of fee shall be set by the relevant local government bodies responsible for such protected natural areas.
