Governmental Decree No. 1391 validating the Regulation on protection of surface waterbodies.

This Governmental Decree establishes that surface waterbodies protection arrangements shall be performed in accordance with Regulation on protection of surface waterbodies. Measures for the protection of surface waterbodies are carried out in compliance with the requirements of water legislation, environmental protection legislation, legislation on fisheries and conservation of aquatic biological resources and legislation in the field of ensuring sanitary and epidemiological well-being of the population. Measures for the protection of surface waterbodies shall be carried out by: (a) Federal Water Resources Agency - in relation to surface waterbodies of federal ownership, in accordance with the list of water reservoirs that are completely located in the territories of the corresponding subjects (regions) of the Russian Federation and the use of water resources of which are carried out to provide potable and public water supply for 2 or more constituent entities (regions) of the Russian Federation; (b) state authorities of the constituent entities (regions) of the Russian Federation - in relation to surface waterbodies owned by constituent entities (regions) of the Russian Federation, and surface waterbodies or their parts that are in federal ownership and located on territories of the constituent entities (regions) of the Russian Federation; (c) local governments - in relation to surface waterbodies owned by municipalities; (d) the Ministry of Agriculture of the Russian Federation - in relation to surface waterbodies - reservoirs and canals included in the composition of drainage systems in federal ownership; (e) owner of a surface waterbody - in relation to ponds, watered quarries located within the boundaries of the land plot, owned by a natural person or legal entity; (f) natural person using a surface waterbody (water user), who has been granted the right to use a surface waterbody on the basis of a water use agreement or a decision to provide waterbody for use, - in relation to such surface waterbodies.
