Governmental Decree No. 1521 validating the Regulation on criteria of classification of waterbodies subject to federal state supervision and regional state supervision in the field of management and protection of waterbodies.

This Governmental Decree establishes the criteria for classification of waterbodies subject to federal state supervision in the field of management and protection of waterbodies as follows: (a) surface waterbodies located on the territory of 2 or more subjects (regions) of the Russian Federation; (b) waterbodies located on land on defense and security; (c) internal sea of the Russian Federation; (d) protected waterbodies or waterbodies located totally or partially within the boundaries of protected areas of federal significance of the Russian Federation; (e) waterbodies proclaimed protected fishing areas; (f) waterbodies that are natural habitats of anadromous and catadromous fish species; (g) waterbodies that cross the state border of the Russian Federation; (h) waterbodies or their parts destined for the needs of cities with number of population of 100 thousand people and more, as well as for the needs of enterprises and others organizations engaged in water abstraction or wastewater discharge to the amount exceeding 15 million cubic meters per year; and (j) territories of water protection zones and coastal water protection strips. Waterbodies completely located on the territory of a subject (region) of the Russian Federation, and not subject to the federal state supervision, shall be subject to the regional state supervision.
