Governmental Decree No. 1657 validating the Unified requirements for processing, recycling, treatment and disposal of solid municipal waste.

This Governmental Decree establishes the Unified requirements for processing, recycling, treatment and disposal of solid municipal waste, including selection of location of waste disposal sites, use of materials and technological solutions. The Unified requirements are set with the consideration of chemical, physical and biochemical factors of environmental impact. When choosing technological solutions for processing and recycling facilities, treatment, disposal of solid municipal waste and combinations of these technological solutions should be ensured their priority in the following sequence: (a) treatment of municipal solid waste in order to separate from the composition of solid municipal wastes types of waste suitable for further disposal; (b) utilization of types of waste separated from municipal solid waste during processing of solid municipal waste, using its material resource potential; (c) utilization of types of waste separated from municipal solid waste during processing of solid municipal waste, using its energy resource potential; (d) treatment of municipal solid waste; and (e) disposal of municipal solid waste.
