Abstract
This Governmental Decree establishes the following cases of regulation of artisanal fishing by normative legal acts of public authorities of subjects of the Russian Federation in coordination with the Ministry of Agriculture of the Russian Federation: (a) risk of the outbreak of emergency situation or natural disaster; (b) actual changes in spawning and reproduction periods of aquatic biological resources, with the consideration of which are established restrictions on artisanal fishing; and (c) changes in the hydrochemical and/or hydrologic characteristics of a waterbody of fishery significance that threaten the conservation of aquatic biological resources and human life and health.
