Governmental Decree No. 2290 validating the Regulation on licensing activities for collection, transportation, processing, recycling, neutralization and disposal of waste of hazard classes I - IV.

This Regulation establishes the procedure for licensing of activities (listed in the Annex) for collection, transportation, processing, recycling, neutralization and disposal of waste of hazard classes I – IV, performed by legal persons and individual entrepreneurs. Licensing authority shall be Federal Nature Management Supervision Service. This Regulation lists licensing terms and conditions. Gross violation of licensing terms and conditions shall be considered failure by a license holder to comply with the following mandatory requirements: (a) license holder - individual entrepreneur and employees who have signed labor contracts with the license holder to carry out activities in the field of waste management, have no professional training nor additional professional education required for work with wastes of I - IV classes of hazard, confirmed by documents of qualification and education to work with wastes of 1 - IV hazard classes; and (b) use by license holder of sites, that have passed environmental audit and obtained positive conclusion therefrom, for disposal, recycling and treatment of waste with deviations from the documentation that has received a positive conclusion of the state environmental audit.
