Governmental Decree No. 800 validating the Regulation on recultivation and conservation of land.

This Regulation establishes the procedure for recultivation and conservation of land as specified in Forest Code of the Russian Federation and it shall be applicable equally to land areas and land plots. Development of a land reclamation and land recultivation project, development of a land conservation project shall be performed by persons whose activities have led to land degradation, including legal possessors of land, land tenants on condition of servitude, public servitude, as well as by persons using land areas or land plots pertaining to state or municipal property, without allotment of land and application of servitude. Land reclamation must ensure land restoration up to condition suitable for the use thereof in accordance with the specific intended use and authorized use, by ensuring compliance with quality standards and requirements as established by the legislation of the Russian Federation in the field of sanitary and epidemiological well-being of the population, in relation to agricultural land and in compliance with the rules and regulations in the field of ensuring the fertility of agricultural land, but not lower than the indicators of the state of fertility of agricultural land. Land conservation shall be performed in relation to disturbed land, negative impact on which led to their degradation, deterioration of ecological situation and (or) disturbance of the soil layer, as a result of which are prohibited economic activities if the elimination of such consequences by land reclamation with a view of ensuring compliance with the requirements provided for in paragraph 5 of this Regulation is impossible for 15 years.
