Governmental Decree No. 88 “On distribution in accordance with Part 7 of Article 57 of the Federal Law "On Fisheries and Conservation of Aquatic Biological Resources" of the fishing quota (catch) of aquatic biological resources in the inland sea of the Russian Federation, in the territorial sea of the Russian Federation, on the continental shelf of the Russian Federation, in the Exclusive Economic Zone of the Russian Federation, in the Caspian Sea for the Implementation of industrial fisheries and (or) coastal fisheries.

This Governmental Decree establishes the procedure for distribution of the quotas for catch of aquatic biological resources for the performance of industrial fishery and (or) coastal fishery in internal sea of the Russian Federation, in the territorial sea of the Russian Federation, on a continental shelf of the Russian Federation, in an Exclusive Economic Zone of the Russian Federation and the Caspian Sea. Quota for catch of aquatic biological resources in sea waters shall be distributed in a proportionate ratio among the persons specified in paragraph 1 of these Rules, by assigning to them a quota for catch of aquatic biological resources in sea waters for the period of 15 years. Application must contain the following information and data: (a) for legal entities – complete name, legal address, banking account data, state registration data and tax identification data; (b) for individual entrepreneurs – personal identification data, residency, banking account data, state registration data and tax identification data; (c) data related to acting contract for allocation of quotas (shares of quotas) for industrial fisheries; (d) list of species populating assigned fishing area; and (e) for legal persons, if applicable, control of foreign investors. Allocation of quota shall be regulated by contracts.
