Governmental Decree No. 897 validating the Regulation on reforestation and afforestation.

This Regulation establishes the procedure on reforestation and afforestation. Reforestation or afforestation is carried out by interested parties independently or with the involvement of other persons at their own expense on land of other categories intended for reforestation or afforestation, which are in state or municipal ownership. Territories intended for reforestation or afforestation are determined by the Federal Forestry Agency on the basis of proposals from federal executive authorities, executive authorities of the constituent entities of the Russian Federation, and local governments authorized to dispose of them. The Federal Forestry Agency shall post information on areas intended for reforestation or afforestation, with the exception of areas intended for reforestation or afforestation located on defense and security land, in textual and graphical form in the form according to the appendix. Interested persons within the period from the date of submission of the last report on the use of forests, in which the felling of forest plantations was carried out, but not later than 6 months from the date of expiration of the forest declaration or from the date of entering information about the change in the type of permitted use of the land plot in the Unified State Register of Real Estate, have the right to choose for the implementation of reforestation or afforestation of the territory, intended for reforestation or afforestation, taking into account the priority established by this paragraph.
