Governmental Decree No. 96 validating the Regulation on anti-corruption expert evaluation of normative legal acts and draft normative regulatory acts.

This Regulation establishes the procedure for conducting an anti-corruption expert examination of normative legal acts and draft normative legal acts by the Ministry of Justice of the Russian Federation and an independent anti-corruption expert examination of normative legal acts and draft normative legal acts in order to identify corruption factors in them and their subsequent elimination. The Ministry of Justice of the Russian Federation conducts an anti-corruption expert evaluation in accordance with the methodology for conducting an anti-corruption expert evaluation of normative legal acts and draft normative legal acts with respect to (a) draft federal laws, draft decrees of the President of the Russian Federation and draft resolutions of the Government of the Russian Federation developed by federal executive authorities, other government agencies and organizations - when conducting their legal expert review; (b) draft amendments of the Government of the Russian Federation to draft federal laws prepared by federal executive authorities and other state agencies and organizations - in the course of their legal review; (c) normative legal acts of federal executive authorities, other state bodies and organizations affecting the rights, freedoms and obligations of man and citizen, establishing the legal status of organizations or having interdepartmental character, as well as status of municipalities and municipal legal acts on amending statutes of municipalities - during their state registration; and (d) normative legal acts of constituent entities (regions) of the Russian Federation - when monitoring their application and entering information in the federal register of normative legal acts of constituent entities of the Russian Federation. The results of an anti-corruption expert review are reflected in the conclusion of the Ministry of Justice of the Russian Federation on the results of a legal expert review or in the conclusion of the Ministry of Justice of the Russian Federation in accordance with the form approved by the Ministry.
