Governmental Order No. 4385-r validating the List of foreign vessels carrying out work on the delivery of fish fry for commercial aquaculture (commercial fishfarming), fish feed and specialized fish farming equipment, fish sorting, seating, processing fish from ectoparasites drugs for veterinary use registered in the Russian Federation, loading and transportation of live fish between cage complexes and to processing sites, as well as transportation of oversized specialized cargo and equipment to areas of internal sea waters of the Russian Federation (Ura Bay, Titovka Bay of the Motovsky Bay , Kildinsky Strait, Kola Bay, Pitkov Bay of the Kola Bay, Dolgaya Bay, Kislukha Bay of the Motovsky Bay of the Barents Sea).

In order to complete the delivery work by December 31, 2023 fish fry for commercial aquaculture (commercial fishfarming), fish feed and specialized fish breeding equipment, fish sorting, seating, processing of fish from ectoparasites with medicinal products for veterinary applications registered in the Russian Federation, loading and transportation of live fish between cage complexes and to places of processing, as well as for the transportation of oversized specialized cargo and equipment to the areas of internal sea waters of the Russian Federation, the Federal Security Service of Russia, the Federal Customs Service of Russia, Rosselkhoznadzor shall be responsible for the performance of border, customs, federal state quarantine phytosanitary control (supervision) and federal state veterinary control (supervision) in relation to objects of control (supervision): (a) foreign vessels according to the list in accordance with Appendix No. 1 and Russian vessels according to the list in accordance with Appendix No. 2 in the areas according to Appendix No. 3; Russian vessels according to the list provided in Appendix No. 2, in areas according to Appendix No. 4.
