Governmental Resolution No. 2423-r validating Action Plan for the implementation of the Principles of State Policy in the field of environmental development of the Russian Federation for the period up to 2030.

Action Plan for the implementation of the Principles of State Policy in the field of environmental development of the Russian Federation for the period up to 2030 is cross-sectoral nationwide policy document related to pollution control, state environmental supervision, state environmental monitoring, environmental impact assessment and ensuring environmental security.
In particular, Action Plan develops methodology for assessing and forecasting of changes in condition of waterbodies, quantitative and qualitative indicators of the state of water resources, bottom and banks of waterbodies, their morphometric features, water protection zones, the condition of water management systems, including waterworks. It assigns to the competent state institutions the task of preparation and submission to the Government of the Russian Federation of a report on updating methodical and instructive documents on implementation of monitoring of the state of the bottom and banks of waterbodies, the condition and regime of use of water protection zones and changes in morphometric features of waterbodies. Action Plan envisages development of the state reference observation network on the territory of the Russian Federation (at least 500 observation sites for hazardous geological processes and at least 6,500 points for hazardous exogenous geological processes at least 6500 points related to groundwater contamination), performance of scientific research, aimed at studying transboundary waterbodies and implementation of obligations under international conventions and intergovernmental agreements.
The Ministry of Natural Resources and Ecology shall be authorized state institution responsible for performance of environmental audit, establishment of the procedure for changing the boundaries of protected areas and national parks, the procedure for ensuring and performance of recreational activities, as well as the establishment of a general list of prohibitions for carrying out economic activities in protected areas, regulation of hunting and ensuring access to hunting resources of various social groups of hunters, removal of administrative responsibility for destruction of rare, endangered and protected wild fauna and wild flora species and application of penal responsibility therefor, performance of unified state environmental monitoring, including radiation monitoring, and setting up unified state database of state environmental monitoring.
